The program encourages the award of state contracts in a way that strengthens and increases business opportunities for a variety of disadvantaged businesses. The BHA participates in the SDP through its procurement process.

Minority-, Women-, Veteran-, LGBT-; and Disability-Owned Business Enterprises must be certified by the SDO or SDO-recognized third-party certification organizations to qualify for the program.
